This   initiative   was   part   of   the   government\u2019s   poverty   alleviation   efforts.   The   area   faced   significant   unemployment   and   hardship   following   the   closure   of   copper   mines   in   1919   and   four   years   of   consecutive   drought.   The   program   offered   food   assistance   and   temporary   job   opportunities   through   public   works,   including   road   construction.   This   development   was   crucial   as   it   coincided   with   the   introduction   of   motor   vehicles   into   local   transportation,   which   had   previously   relied   on   animal-drawn   methods.
